Captain Carter brings a distinguished career combining operational surface warfare, naval nuclear engineering, and advanced academic research to Bishop Ascendant. In his advisory capacity, Captain Carter will advise leadership on technology integration, defense research alignment, and the deployment of modular subsurface security platforms for military and maritime infrastructure applications.
